Charged twice and won't refund

I gave my card for the purchase to the vendor who said the transaction didn't go through. She gave me a receipt saying 'Declined' so I gave her the card again to run through, which she did. I checked my credit card bill and was charged twice. I called the vendor who tried to end the call as quick as possible. Even without knowing who I was or having any details e.g. Date, amount double charged or e transfer details, he promised a refund by e transfer the next day. I explained that he had no details to refund me and I sent him a picture of the declined receipt and a photo of my credit card bill showing 2 charges. The refund should have come through 2 days ago. I have not heard back from the vendor. Going through credit card to get my money back.
