Stay Away from FPI Management and Golf Creek

I am writing this letter to inform you of what is a violation of Oregon administrative law ORS 90.300. Specifically, Golf Creek Apartments, 1807 SW Golf Creek Drive, Portland OR, Washington County, 97225, (503) 292-1411 failed to disclose to me upon my request to see the hourly rates used in its cleaning and repair charges sought upon my move out and that they then applied my deposit amount unfairly to these charges. I believe that the Property Manager who has been retained by the new owner, initials “DG”, and the ownership groups, Gerson Bakar and FPI Management, between them did so to hide unreasonable hourly rates in violation of ORS 90.300 Paragraph 7b requiring Golf Creek and Gerson Bakar and FPI Management to charge a reasonable hourly rate for repairs and cleaning: “A landlord is not required to repair damage caused by the tenant in order for the landlord to claim against the deposit for the cost to make the repair. Terrible customer service experience. Also alarming once you start speaking to other tenants with cautionary advice. Good price per square foot market value but tenants/residents do not rank high on Golf Creek's priority list.

If I could do zero stars I would...this place has been nothing but rude, inconsiderate and a headache. They say they give 24 hr notice for maintenance workers to show up even though they send it out at 5pm the day before and a worker lets himself into your apartment at 8am and opens your bedroom door as if he was in his own place. They sent their head maintenance worker to look at a burn on the carpet from the fireplace even though he openly admitted he doesn’t know anything about carpets. They immediately told us we’d owe $1400 because if they take out a 4 inch piece of carpet they’d have to replace the whole dining and living area, even though they also said that they were replacing the carpets anyways. They’re always looking to dip their hands into your pockets and even though you pay rent to live there they make sure you never feel like you’re In your own place. When I asked if they would go out and de ice the hill to get out of the complex I believe John told me to “do it myself, the salt is outside the door”. They did a pre move out inspection 4 months from our move out date (or that’s what we were told it was for). Just a horrible place, save your money, you’d be better staying at a shelter on the side of a highway. I’ve called and spoken to their corporate office in California about their management and am yet to see any change so don’t get your hopes up on this place. DO NOT MOVE HERE

If you are a prospective tenant- I highly advise looking elsewhere. Here's why: - Office management does not respect privacy. Have you ever woken up to a stranger in your bedroom? I have TWICE and only while living here. (Read below if interested in elaborate explanation) - Snowfall prohibiting you from exiting the complex? It's not their problem and there's nothing they can do, but wait for an on-call maintenance staffer or for the landscape company to arrive and put the salt down. Managements words verbatim, "You can take the bags of salt and do it yourself," so my boyfriend and I took the bags and did it ourselves. Elaboration: First time I woke up to a stranger in my apartment, he was an outsourced maintenance worker who was given a key and let himself in early morning without a knock or any warning. I woke up to the sound of someone shuffling around next to my bedroom door. Frozen and frightened in bed I managed to move, grab a dense object closest to me (terrified I may need to use it), and almost dialed 911. As for the second incident, their head maintenance staffer let himself into my apartment, again in the early morning, without a knock or warning and walked into my bedroom...while I was STILL in bed (this was for a pre-move out inspection four months prior to the actual move out date). Note: I informed the manager of how deeply troubled I felt after the first incident and the lack of remorse left me in dismay. I made it very clear to the office I required any foreseeable entry to be scheduled, but my request was ignored. I spoke with the office manager and she said "we gave a 24 hour notice," after admitting she would be uncomfortable having been in the same situation and I wasn't even offered an apology. Overall, the general lack of concern for tenants is absurd. Furthermore, the general attitude from the office staff seems to be for any notion that an employees job is to be of service to the tenant is based in misinformation. Beyond disappointed with this complex, not worth the trouble in finding out for yourself.
